“Training matters: A new framework on the competencies of sexuality educators” and Policy Briefs 3 and 4 on Sexuality Education, the German Federal Centre for Health Education (BZgA) is pleased to inform you about following new publications:
Training of sexuality educators is one of the key factors influencing the quality of sexuality education programmes. It enables educators to develop and refine competencies (attitudes/ skills/ knowledge) they need in order to conduct sexuality education that is comprehensive and based upon the needs of children and young people. What’s new?
The Federal Centre for Health Education (BZgA) has been a WHO Collaborating Centre (WHO CC) for Sexual and Reproductive Health in the WHO Region Europe since 2003. Its focus lies on sexuality education for young people. The WHO CC, in cooperation with the WHO Regional Office for Europe and the European Expert Group on Sexuality Education just released a framework document which concentrates on the training of sexuality educators and the competencies they should acquire in the frame of such a training.
What for – added value?
The framework is meant to provide support and to facilitate the processes necessary to implement training programmes for sexuality educators and/or to improve the quality of existing programmes. It is intended as a foundation document to guide countries in the development of their own training manuals and methods. The document answers the following questions: · Why is training for educators, and sexuality educators in particular, essential in order to equip them to provide high-quality education? · What kind of competencies (attitudes/ skills/ knowledge) should sexuality educators have or develop in the course of their training? What examples of training programmes for sexuality educators exist throughout the WHO European Region?
For whom – target groups?
The framework is primarily addressed to those who conduct training with sexuality educators and to experts who develop the relevant curricula for this kind of training. It can also guide educators themselves in their own professional and personal development. As the framework also provides background information about why training for sexuality education is crucial for their professional development and for the overall quality of sexuality education, the document can also be used to advocate for the development and implementation of sexuality education training programmes. It will be released in Russian and other language versions in the course of 2018.

The BZgA and the United Nations Population Fund (UNFPA) Regional Office for Eastern Europe and Central Asia jointly developed a series of policy briefs on sexuality education. The first two issues published in 2015 (also in cooperation with the WHO Regional Office Europe) have been complemented by Policy Brief issues No. 3 and 4:
Policy Brief No. 3 ‘Introducing Sexuality Education: Key Steps for Advocates in Europe and Central Asia’ provides an overview of the most important steps for the introduction (or revision) of national in-school sexuality-education programmes and reviews of existing resources. It focuses on the implementation of programmes and curricula and formulates recommendations on following aspects: · identification and assessment of needs and expectations of young people; · formulation of objectives and key values for programmes and curricula; · involvement of important partners for implementation; · use of existing resources, and · process planning.

Policy Brief No. 4 ‘Why Should Sexuality Education be Delivered in School-based Settings?’ addresses basic principles of and necessary linkages for efficient, high-quality school-based sexuality education. It illustrates the conditions under which sexuality education in schools can be successfully implemented. The following aspects are highlighted in Policy Brief No. 4: · relevance of sexuality education in schools and how schools contribute to a good sexual and reproductive health in adolescents and young adults; · framework conditions necessary for the implementation of good and efficient sexuality education in schools; · roles that various stakeholders in and around school play for efficient implementation of sexuality education; · topics that are part of good-quality sexuality education. Policy Brief 4 demonstrates the importance of sexuality education in schools in complement to other forms of sexuality education.
